1. Have your lot surveyed. This seems like a nuisance but it is required by the HOA and may prevent problems down the road. The plat map provided by the County will not be adequate.
2. Draw up your cabin plans, elevations and site plan - or have it drawn up for you. Read the Eastern Summit County Development Code. Note section 11-6-9 on fire protection requirements for the wildland interface area (that includes Pine Meadow Ranch). Have your plans approved by a Utah licensed structural engineer. Include a site plan showing cabin location, driveway access, culvert(s), utility access, meter pedestal, septic tank and drain field. Remember that the road right-of-way extends 30 feet from road center. Locate utilities and structures beyond the area of maintenance and snow storage.
3. Submit one full set of your plans to the Home Owners Association (HOA) for approval. This is a non-returnable plan. It should indicate the outside siding material and color, the roofing type and color, location of cabin on your lot. After paying your impact fee, you will sign a construction agreement with the HOA. Current fees are $5000 for new construction and $2.00psf for additions. These fees are based on road and infrastructure impacts and are subject to review by the PMROA.
4. Get a Water Letter from the mutual water company. Mail your request to:

5. Contact the Summit County Health Department in Coalville for perc test information and a septic tank permit. Most excavators can do your perc test for you.
