Q1. Management Who manages the Pine Meadow Ranch Home Owners Association (PMRHOA)?
A1. Pine Meadow Ranch
is governed
under the CC&Rs, Rules, and Bylaws of the HOA. Board Members, who are
elected by property owners, represent individual property owners in decision
making and enforcement of rules and regulations within the community.

Where do I get information about Pine Meadow Ranch HOA?
A2. All information
regarding the Ranch is on the PMR website. For potential buyers, if your agent

Water. Where do I find
information about Pine Meadow Mutual Water Company (PMMWC)?
A3. Pine Meadow Mutual
Water Company is a separate private water entity from the HOA. For more information about PMMWC, please visit

Zoning. What are the zoning standards for the Pine
Meadow Ranch community?
A4. The Ranch is a
residential area designated as a remote, unimproved, wild area within Summit
County boundaries. Pine Meadow Ranch is
unincorporated and is not subsidized by Summit County Property Taxes.
Q5. Hunting. What are the hunting regulations in and
around the Pine Meadow Ranch Community?
A5. There is no
hunting or shooting permitted on the Ranch since the area is a designated
residential area. If you hear or see
shooting activities of any kind, please call the Summit
County Sheriff immediately at 435-615-3500 to report the
incident.
Q6. Roads. What
are the road conditions throughout the year within Pine Meadow Ranch?
A6. Majority of roads are
dirt. In the summer, the roads are dusty. In fall and spring, they are muddy
and become rutted quickly. The roads are
snow-covered in the winter. Four-wheel
drive vehicles and tire chains are required on snow-packed roads between November 1 to
May 1. Some homeowners use snowmobiles
to get in and out of the community in the winter.
Q7. Winter
plowing. How are roads cleared during winter months?
A7. Main routes are
plowed by HOA staff or contracted companies. Other routes are not plowed. Some routes are maintained by neighborhood
groups which follow strict rules and guidelines to protect the roads and water
lines below. No resident is guaranteed plowing
and should make your own plowing arrangements or vacate the area before

Q8. Winter Safety. How safe are the roads in the winter?
A8. Safety precautions
are critical during winter months. Please
help protect the safety of our residents by only operating vehicles with
four-wheel drive, tire snow chains, snow tires, and only drive the appropriate
speeds for current road conditions.
Q9. Private Roads.
Are PMR roads private or public and is
there public access into to the community?
A9. Summit County classifies
PMR roads as private. Because the
roads aren’t gated off from the public, the community must allow public access
through the community to nearby church camp properties and for non-HOA property
owners who need to drive further up the mountain to their private properties.
Q10. Parking. Are there any parking facilities for visitors and trailers?
A10. All property owners
are required to buy parking stickers for their vehicles. Parking stickers cost $1.30 each. There are 2 kinds, inside the driver window
and outside on the bumper. Park at your
own risk. Both upper and lower parking lots are unsecured, by permit for
short-term parking only. Please send an
email to [email protected] or call PMR staff at 801-461-0171 to request parking
stickers.
Q11. Parking Rules. What are the Rules for parking on the road?
A11. There are strict Rules prohibiting
parking on the roads and violators will be warned, fined, or towed at the
owner’s expense.
Q12. Off-Roading.
Is off-roading allowed within Pine Meadow Ranch?
A12. Vehicles must
remain on HOA roads: if you are not driving on an HOA road, you are on private
property and therefore, trespassing. This applies to cars, ATVs, and snowmobiles. Board members monitor the area for trespassing
and will fine violators accordingly.
Q13. Speed limit.
What is the speed limit on
dirt roads within the Ranch?
A13. A safe speed on
the roads is around 20 mph +/-. Pedestrians,
dogs, children, and wildlife all use the
roads in addition to vehicles. Please use caution at all
times to quickly react and stop abruptly in adverse conditions such as snow,
ice, slush, mud, loose gravel and if pets or wildlife
are on the road .
Q14. Animal Control. Are the any leash laws in the HOA?
A14. Animal Control. The HOA cannot enforce pet
regulations; however,
understand that if your pet is off your property unleashed, Animal Control may be called and
you can be cited. We encourage owners and renters to be
RESPONSIBLE pet owners and keep pets on your property. When you are off your property, be courteous
by cleaning up your pet’s waste, and keep your pet on a leash at all times.
Q15 Pets. Are
there any dangers to pets within
the community?
A15. Small dogs and cats,
if left outside, are vulnerable to predators. Additionally, cats
can prey on the native birds, many of which are declining in numbers. Please consider the negative effects from
outside cats and make your decisions accordingly.
Q16. Pest Control. What
options are available for pest control on my
property?
A16. Cats are great
for indoor rodent
control. If you choose another option for rodent control, please
refrain from poisons. A poisoned rodent
will sicken and kill a domestic cat or dog and wildlife that prey on small
mammals. Owls, hawks, ermine, coyote,
and bobcat may get very ill and die a terrible death if they consume a poisoned
rodent. Please consider reusable or disposable traps on the mountain.
Q17. Wildlife. What if I see wildlife on my
property?
A17. A wide range of
wildlife call Pine Meadow Ranch their home. Many wildlife rely on
the community for summer range to build-up fat stores for the winter, others
use the land for birthing their young. It is a special place, and the wildlife
seen and unseen need free-roaming and undisturbed access to open spaces.
Additional information: show caution around wildlife on the
Ranch:
1) NEVER, EVER approach the wildlife, ever. Do not EVER feed the wildlife. If you choose to feed birds, just remember
that they will come to rely on your food source. If you stop
feeding them, think about where else they will get food in the abundance you
provided. Best rule of thumb is to let
the wildlife remain wild.
2) Occasional Bears come through the neighborhood. Another reason to not feed the wildlife, food
will attract bears. Keep garbage
indoors. If you keep chickens or bees on
your property, keep in mind we have bears from time-to-time. The fewer enticements, such as pet food left
outdoors, the fewer bears we see. They
can cause serious damage to homes, humans, or pets. BE BEAR AWARE
3) Moose are dangerous. Do not approach them EVER. Not on foot, not on your ATV, not in your car.
They will charge you. They can kill you. Females are very protective of their young. Do not get between them and their young. Bull moose in the
fall/rut get very aggressive. Avoid
getting close to them. Moose will charge
your pets. If a moose chases your pet and your pet turns and runs towards you,
the moose will follow and run towards you. A moose can trample you to death. Moose are naturalized residents of Utah,
migrating into the state from Wyoming and Colorado over 100 years ago. In the fall they will rub their antlers on
everything, including your house and car. Keeping your car in a garage, or at least
covered will help reduce moose damage.
4) Porcupine are native to Utah
and our community. People will tell you
otherwise, but it is not true. These are
very gentle animals and they will not attack you, nor can they ‘shoot’ their
quills. Porcupine are more active
morning and evening, but they can be moving any time of the day or night. If your pet provokes or tries to attack a
porcupine, they may get quilled. Best
practice is to leash your dogs or keep them close within voice command on your
property to avoid injury to your pet. Porcupine eat vegetation and will occasionally
kill portions of trees (rarely entire trees); however, most of the dead trees
on the Ranch are from beetles or from lot development.
Q18. Lighting.
Are there any limitations regarding residential lighting?
A18. Summit County has
a DARK SKY
ORDINANCE. Use your outdoor
lighting when you need it, turn it off when you don’t. Flood lights are not approved lighting by
Summit County. If you have flood
lighting, please ensure you have installed automatic shut-off sensors. This will make you a considerate neighbor to
those who want to enjoy the night sky and don’t want to see your glowing house
all night long.
Q19. Noise. What are noise regulations within the PMR community?
A19. Please be
considerate with noise. For further
information, Summit County has a noise ordinance. (Summit County Ord. 316-B, 4-6-2011)
Q20. Mail Box. How do I receive Mail at my
property?
A20. Community Mail
Boxes are owned and maintained by the PMRHOA in cooperation
with the Coalville Post Office. They are located at the entrance of Tollgate
Canyon. You will need to contact Carol at [email protected] to request and complete post office paperwork. A $50 deposit is required in order to receive three
keys. The $50 deposit is refundable when
the keys are returned. No keys are kept by the PMRHOA. If a key is lost, there is a charge of $50 for
the new key. You will receive an invoice
for an annual assessment of $75 rental fee for each and every
year a Mail Box is rented. The box will be
closed and the key forfeited for non-payment. The community Mail Box is a convenience provided
by the HOA on a first-come first-served basis.
Q21. Population. How many land and homeowners reside within PMRHOA?
A21. PMRHOA consists of
about 800 lots with undeveloped land, seasonal cabins, and full-time residents.
Q22. Dumpsters. What about garbage and recycling services?
A22. Dumpsters for residential garbage are located near the bottom of the mountain. The dumpsters are not for other items such as construction waste, furniture, appliances, and other refuse. Residents will receive a bill from the County through Republic Services.

Q23. Open Meeting When and where does the regularly scheduled Pine Meadow Board meet?
A23. Regular Board meetings are held on the 3rd Tuesday of each month. Year round they are held on the mountain at the Office 1567 W Arapaho Drive or the Gravel Pit and by zoom.
Q24. Signs. Can I put a small realtor sign on my property?
A24. The PMRHOA CCR’s prohibit signs of any kind on the property. However Utah legislation changed the rule and discreet Realtor or Contractor signs are allowed. At the bottom of Tollgate Canyon, there is a kiosk that realtors may post 8.5 x 11 paper for up to 30 days.
